JAMES BAKER'S PROPOSAL FOR SETTLEMENT OF THE CONFLICT IN WESTERN SAHARA
UN News announced last week that the UN Secretary General and his special envoy for Western Sahara, James Baker III, have developed a new 'Framework Agreement' for a so-called 'negotiated settlement' of the disputed territory and wish to put the previously agreed UN settlement plan on hold.
It would be very sad if after 10 years of involvement in Western Sahara, seeking to implement a free and fair referendum on self-determination, the UN's peace process should lead to confirmation of the fait accompli of Moroccan occupation.
Forcing the integration of Western Sahara with Morocco is not only a betrayal of the Saharawi people but a flagrant violation by UN to its own commitment to decolonisation of the territory.
We ask the Security Council to reject any proposal for a settlement in Western Sahara which concedes sovereignty of the territory to Morocco and denies the legitimate rights of the Saharawi people.
The sovereignty of the territory of Western Sahara will be determined only if the Saharawis exercise their right to self-determination in a free and fair manner. The role of the UN is to ensure that this happens as its own charter establishes.

PROPOSITION DE JAMES BAKER POUR REGLER LE CONFLIT AU SAHARA OCCIDENTAL
UN News a annoncé la semaine dernière que le Secrétaire Général des Nations Unies et son envoi spécial pour le Sahara Occidental, James Baker III, ont évolué un projet "Accord-cadre" pour un soi-disant 'règlement négocié' du territoire contesté et qu'ils veulent geler le plan de paix actuel des Nations Unies et de l'OUA.
Il sera trés regrettable si après dix années de participation dans le processus de paix au Sahara Occidental les Nations Unies soit conduites à simplement confirmer le fait accompli de l'occupation marocaine du territoire.
Forcer l'intégration du Sahara Occidental au Maroc est non seulement une trahison du peuple sahraoui mais une violation flagrante de la part des Nations Unies de son propre engagement de décoloniser le territoire.
Nous demandons au Conseil de Sécurité de rejetter toute proposition de règler le conflit au Sahara Occidental qui cède la souveraineté du territoire au Maroc et qui nie au peuple sahraoui leurs droits légitimes.
La souveraineté du Sahara Occidental sera déterminée uniquement par l'exercice du droit d'autodétermination des sahraouis d'une manière libre et juste. Le rôle des Nations Unies est d'assurer que cela se passe conformément à sa propre charte.
