U.N.-BROKERED WESTERN SAHARA TALKS START TODAY *A third round of UN-brokered talks on Western Sahara got underway this morning in Manhasset, mediated by the Personal Envoy of the Secretary-General, Peter van Walsum. *Participating in the talks are representatives of the parties, Morocco and Polisario, as well as the neighboring states, Algeria and Mauritania. *In his opening remarks, Mr. Van Walsum reminded the parties of the call by the Security Council in resolution 1783 to show political will to assure the success of the negotiations, to negotiate in good faith and to work in an atmosphere conducive to dialogue. *He also emphasized that while the United Nations is there to facilitate the discussions in any way possible, it is the responsibility of the parties to forge a solution. *Today’s agenda includes plenary discussions on the implementation of the relevant Security Council resolutions. *The Personal Envoy was also conducting bilateral discussions with the parties and the neighboring states. *Before concluding on Wednesday, the talks are also expected to focus on defining the way forward in the negotiating process. *In statement issued yesterday, the Secretary-General urged that the parties begin moving into a more intensive and substantive phase of discussions, while recognizing that it will take time and patience to resolve the longstanding dispute over Western Sahara. |

Western Sahara [scroll down for French version] On the eve of a new round of discussions under UN auspices on Western Sahara, the Secretary-General wishes to express his appreciation to the parties and to the neighboring States for accepting his invitation to the talks, which are scheduled to resume tomorrow in Manhasset under the mediation of the Secretary-General's Personal Envoy, Mr. Peter van Walsum, and under the terms of Security Council resolutions 1754 (2007) and 1783 (2007). The Secretary-General recognizes that it will take both time and patience to negotiate a mutually acceptable solution to this longstanding dispute. He appeals to the parties to make full use of this week's round of talks to begin moving into a more intensive and substantive phase of discussions. L’INVITATION AUX POURPARLERS SUR LE SAHARA OCCIDENTAL La déclaration suivante a été communiquée par la Porte-parole du Secrétaire général de l’ONU, M. Ban Ki-moon: À la veille d’un nouveau cycle de négociations sur le Sahara occidental sous les auspices des Nations Unies, le Secrétaire général exprime sa reconnaissance aux parties et aux États voisins pour avoir accepté son invitation aux pourparlers dont la reprise est prévue pour demain à Manhasset sous la médiation de l’Envoyé personnel du Secrétaire général, M. Peter van Walsum, et en vertu des résolutions 1754 (2007) et 1783 (2007). Le Secrétaire général reconnaît que la négociation d’une solution mutuellement acceptable de ce différend de longue date exigera à la fois du temps et de la patience.
