Arrestation d'un journaliste suédois à El-Ayoune
Les autorités marocaines, à El-Ayoune, ont
procédé, le lundi 19 février 2007, à
l'interpellation du journaliste/photographe suédois Mr. Lars
Björk, qui réalisait un reportage sur les réseaux de
l’immigration illégale au Sahara Occidental. Il aurait
été appréhendé après avoir pris des
photos d’une manifestation de jeunes Sahraouis brandissant le drapeau
de la RASD. Interrogé durant 4 heures au commissariat central il
a été relâché dans la nuit. Son passeport,
carte de presse et appareil de photo ont été
confisqués. Convoqué pour un nouvel interrogatoire le
lendemain matin, il a finalement été expulsé vers
Agadir d'où il s'est envolé vers l'Europe. Selon Reporters sans Frontières, il aurait
été menacé par les agents de police: “Si tu es
chanceux, tu seras expulsé, sinon tu seras poursuivi pour tes
liens avec une organisation terroriste”.
Plusieurs jours avant le journaliste avait reçu la visite d’un
délégué du ministère de la Communication en
pleine
nuit à son hôtel lui annonçant qu’il n’avait pas le
droit de
travailler, ne possédant pas d’accréditation. Celle-ci
avait pourtant été demandée en décembre en
Suède avant son départ.
Reporters sans Frontières voit dans cette intervention
policière contre un journaliste qui s'est rendu à
plusieurs reprises dans la région, une volonté des
autorités marocaines d’empêcher toute couverture
indépendante de la situation au Sahara occidental. L'ONG
relève aussi le flou entretenu par le ministère de la
Communication autour des critères d’attribution des
accréditations aux journalistes étrangers et
regrette que les journalistes étranger ne puissent pas
travailler dans de bonnes conditions.
A rappeler que les journalistes norvégiens Anne Torhild et
Radmund Steinsvag avaient été déclarés
indésirables et refoulés à l'aéroport d'El
Ayoun en octobre 2006 [RSF]
et une année après le dépôt d'une demande
ils n'ont toujours pas d'aurorisation à se rendre dans le
territoire.

Question parlementaire:
Le parlementaire européen suédois Jens Holm a
déposé une question écrite au Conseil à
propos de l'arrestation du journaliste Lars Björk et les menaces
d'expulsion du Maroc ou de poursuites judiciaires à son
encontre. Il demande quelles sont les mesures envisagées afin de
garantir un traitement équitable par les autorités
marocaines.

Le tribunal de première instance d'El Ayoun a ordonné une
procédure judiciaire à l'encontre du journaliste
suédois pour "instigation d'un attroupement illégal sur
la voie publique en connivence avec certains individus". [MAP, 21.02.07] Björk
a refusé de signer les procès-verbaux de ses
interrogatoires, rédigés en arabe qu'il ne comprend pas.

Swedish journalist arrested in El Ayoun
The Moroccan authorities arrested the Swedish freelance
journalist/photographer Lars Björk in El Aaiún, on
February 19, after he
took photos of a demonstration by young Sahrawis waving the flag of the
pro-independence Polisario Front. After 4 hours of interrogations at
the police center, he was released in the night. His passport, press
card and camera were confiscated. Back at the police station on next
morning for a new interrogation he was finally deported to Agadirfrom where he boarded a flght to Europe.
According his testimony to Reporters Without Borders, he was threatened
by police agents: “If you are lucky, you will be expelled, and if you
are unlucky, you
will be prosecuted for having links to a terrorist organisation”.
Some days before he received a late-night visit at his hotel from a
communications ministry official, who told him he had no right to work
as he had no accreditation. His news agency had written to the ministry
in December saying he wanted to go to El Aaiún. But the official said
he should have sent a second letter just before setting off.
Reporters Without Borders in its statement declares: “A professional journalist who has travelled several times to the
region cannot be arrested and threatened with prosecution on serious
charges without this being seen as an attempt by the Moroccan
authorities to prevent any independent coverage of the situation in
Western Sahara”.

To remember also the case of Norwegian journalists Anne Torhild and
Radmund Steinsvag, who, on arrival in El Ayoun in october 2006, were,
were prevented from entering the territory and
forced to return by plane to the Canaries. [Press Release Reporters

been unable to get permission from the ministry to go El Aaiún although
they filed a request with the Moroccan embassy in Oslo more than a year
ago.
Question by the Europan MP Jens Holm to the EU Council:
"The Swedish freelance journalist Lars Björk was arrested February
19, 2007 by the the Moroccan occupation authority in the WS capital.
The Moroccan authorities accuse Björk of involvement in Morocco's
internal affairs. He is threatened now of either deportation or
prosecution, for its contacts with WS demonstrators, by the way of
Morocco's criticized anti-terror measures. (...)
Which initiatives is the council ready to take in order to ensure that
Lars's Björk's security is guaranteed and he be given a right
