COMMUNIQUE
Within the framework of the preparation for the constituting conference
of the Collective of the Saharawi Human Rights Defenders, baptised
"Conference of the Saharawi victim of disappearance El Hafed Mbarek
Hamma", which will take place under the slogan: "Permanent struggle to
protect and promote human rights values",
In compliance with the laws regulating the public gatherings, the
President of the Preparing Committee, Ali Salem Tamek, along with Mrs.
Aminatou Haidar, the member of the same Committee, went to the Pacha of
El Aaiun on Wednesday 03 October 2007 at 01.30 p.m to hand over a
notice about the time and place where the conference is planed. The
Pacha refused to receive the written notice without giving any reasons
for his attitude. On 01.55 p.m, the two human rights activists headed
to the Chief of the jurisdictional administration where the conference
will take place, but he refused to receive the notice too. Thus the
only left legal proceeding is to send the notice via mail, and this is
what was done around 02.40 p.m.
Considering this unexplained attitude and refusal to receive the notice
we predict an intention of hindering our plan, and for this the
Moroccan authorities will be the only side to blame about any new
harassment or restriction the Collective may face regarding the
constitution of the association.

Conforming to Dahir n° 1- 58-377 issued in Jumada Premier the 3rd,
in
1378 (Islamic Calendar) the equivalent of September the 15th 1958,
relative to public gatherings, article n° 3, We, a group of
Saharawi
human rights defenders, decided to constitute a Human Rights
Association on October the 7th 2007 at the seat of the Democratic
Confederation of Work (CDT) in Khat Erramla, n° 1, Street n° 9,
Building n° 2, Oum Essaad Avenue near Dcheira Place, at 09.00 a.m
GMT.
