«(...) Aux termes du projet... l'Assemblée
générale soulignerait que le Conseil de
sécurité, dans sa résolution 1495 (2003), a
appuyé le plan de paix pour l'autodétermination du
peuple du Sahara occidental, qui constitue une solution politique
optimale reposant sur un accord entre les deux parties, et elle
soulignerait également que les parties ont réagi
différemment à ce plan. Elle demanderait à
toutes les parties et aux États de la région de
coopérer pleinement avec le Secrétaire
général et son Envoyé personnel, et elle
réaffirmerait la responsabilité de l'Organisation des
Nations Unies vis-à-vis du peuple du Sahara occidental.
En outre, elle inviterait les parties à coopérer avec
le Comité international de la Croix-Rouge dans ses efforts
visant à régler le problème des personnes
portées disparues et les engagerait à honorer
l'obligation qui leur incombe, en vertu du droit international
humanitaire, de libérer sans plus tarder toutes les personnes
qu'elles détiennent depuis le début du
conflit.»

«(...) By its terms, the Assembly would underline Security
Council resolution 1495 (2003) in which the Council expressed its
support of the peace plan for self-determination of the people of
Western Sahara as an optimum political solution on the basis of
agreement between the two parties. It would also underline that
the parties reacted differently to this plan and continue to support
strongly the efforts of the Secretary-General and his Personal Envoy
in order to achieve a mutually acceptable political solution to the
dispute over Western Sahara.
Further to the draft, the Assembly would call upon all the parties
and the States of the region to cooperate fully with the
Secretary-General and his Personal Envoy, and also call upon the
parties to cooperate with the international Committee of the Red
Cross in its efforts to solve the problem of the fate of the people
unaccounted for, and further call upon the parties to abide by their
obligations under international humanitarian law to release without
further delay all those held since the start of the conflict.
