REPORT OF THE SECRETARY-GENERAL ON THE SITUATION

CONCERNING WESTERN SAHARA

Addendum

1. With reference to paragraph 31 of my main report (S/1997/742), I wish to inform the Security Council that the full cost of completing the identification process as described in paragraphs 29 and 30 of the report is projected at some $20.8 million. This provides for the preparation and emplacement of identification staff and civilian police and equipment, the operation of up to nine identification centres and for the expansion of the United Nations Mission for the Referendum in Western Sahara (MINURSO) to implement the identification process by 298 civilian personnel, including 72 identification staff, and 81 civilian police.

2. A breakdown of the estimated costs by main categories of expenditure is provided, for information purposes, in the annex to the present addendum.

3. It would be my intention to propose to the General Assembly, should the Security Council decide to approve my recommendation that the costs relating thereto should be considered an expense of the Organization to be borne by Member States in accordance with Article 17, paragraph 2, of the Charter of the United Nations and that the assessments to be levied on Member States should be credited to the Special Account for the United Nations Mission for the Referendum in Western Sahara.
