The Sahrawis are determined to take as much time as is needed to defend this right to self-determination, independence and justice

Those who think that after three decades, the struggle of the Sahrawi People is a lost cause must be disillusioned. The UN Secretary General_s proposals, contained in his recent report to the Security Council, testify that it is indeed vain to ignore the national rights of the Sahrawi people in seeking any political solution to the Western Sahara conflict.

First, Mr. Kofi Annan and his Personal Envoy James Baker have maintained the UN-OAU peace plan as the first option and as a valid solution to the Western Sahara decolonisation issue, which is welcomed by the Frente POLISARIO and the Sahrawi Government.

The second proposal, regarding the modification of the draft Framework-Agreement shows that a solution which does not take the right of the Sahrawi people to self-determination and independence seriously cannot have any chance of success.

The third proposal deals with the partition of the territory between the Sahrawi Republic and Morocco. Even if it concerns the arbitrary sharing of the territory with the aggressor, the Moroccan occupier -- which is unacceptable - it has nevertheless the merit of recognising the right of the Sahrawi people to independence. However it must be reminded that full and entire sovereignty over Western Sahara belongs to the Sahrawi people alone; Morocco is only the occupying power which must consequently withdraw sooner or later from the Sahrawi territories which it is occupying illegally.

The fourth and last proposal, if chosen, will prove the impotence of the UN faced with the intransigent and arrogant attitude of Morocco. A member state of the UN, acting like a superpower, Morocco is allowed to get away with failing to implement the decisions of the Security Council and those of the General Assembly on the Western Sahara issue, particularly those relating to the 1991 UN Peace Plan.

We call upon the Government and public opinion of UK, and the international community to urge them to continue their support for the UN-OAU Peace Plan, which is the democratic way to bring about the decolonisation of the last remaining colony in Africa. The Sahrawi people should decide their own fate through a free, fair and transparent referendum. It is very important to remember that the settlement of the Western Sahara issue must involve the respect of the Sahrawi people's Right to self-determination, independence and justice. The Sahrawis are resolutely determined to take as much time as is needed to defend this right.

Le peuple sahraoui est résolument décidé à mettre tout le temps qu'il faudra pour défendre son droit à l'autodétermination, à l'indépendance et à la justice

Que ceux qui pensent qu'après trente ans, la lutte du peuple sahraoui est une cause perdue déchantent. Les propositions du Secrétaire Général des NU, contenues dans son dernier rapport au Conseil de sécurité, attestent en effet qu'il est vain d'ignorer les droits nationaux du peuple sahraoui dans la recherche d'une quelconque solution politique au conflit du Sahara Occidental.

D'abord, M. kofi Annan et son Envoyé Personnel James Baker maintiennent et privilégient le plan de paix de l'ONU et de l'OUA, cité comme option prioritaire et comme solution toujours valable du problème de décolonisation du Sahara Occidental. Ce dont le Frente POLISARIO et le Gouvernement sahraoui se félicitent.

La deuxième proposition, relative à la modification du projet dit d'accord-cadre, montre bien qu'aussi longtemps qu'une solution ne prend pas en considération le droit du peuple sahraoui à l'autodétermination et l'indépendance n'a aucune chance d'aboutir.

La troisième proposition porte sur la partition du territoire entre la RASD et le Maroc. Même évoquant le partage arbitraire du territoire sahraoui avec l'agresseur et l'occupant marocain &endash; ce qui est inacceptable -, elle a malgré tout le mérite d'ainsi reconnaître le droit du peuple sahraoui à l'indépendance. Il importe cependant de rappeler que la souveraineté pleine et entière sur le Sahara Occidental appartient au peuple sahraoui et à lui seul ; le Maroc n'est que la puissance occupante et doit par conséquent se retirer tôt ou tard du territoire du Sahara Occidental qu'il occupe illégalement.

La quatrième et dernière proposition, si elle est retenue, témoignerait de l'impuissance de l'ONU face à l'attitude d'intransigeance et d'arrogance du Maroc. Pays membre de l'ONU, ce lui-ci, telle une puissance mondiale, refuse impunément d'appliquer les décisions du Conseil de sécurité et celles de l'Assemblée Générale de l'ONU sur le Sahara Occidental, notamment celles relatives au plan de paix de 1991.

Nous tenons à saisir cette occasion pour lancer un appel au gouvernement et à l'opinion publique du Royaume Uni ainsi qu'à la communauté internationale pour les exhorter à continuer à soutenir le plan de paix de l'ONU et de l'OUA afin que le peuple du Sahara Occidental puisse choisir son destin au moyen d'un référendum libre, juste et transparent. Il est important de rappeler que la décolonisation du Sahara Occidental passe irrémédiablement par le respect du droit du peuple sahraoui à l'autodétermination, à l'indépendance et à la justice. Les Sahraouis sont résolument décidés à mettre tout le temps qu'il faudra pour défendre ce droit.
